    You need the recent context from the news. This is clearly referring to a piece ran by an Italian newspaper that photographed a Israeli “settler” or soldier (unclear) in the westbank.

    As you can see the hairstyle and yarmulke are spot on and accurate to real world events.

    The teeth are exaggerated both to characterize the image, as lets admit that’s not a very usual grin, and to emulate Cleetus a Simpsons character.

    That is why the teeth are messed up. The use of Cleetus is intentional to point out how fucking backwards Israeli is in its “settlement” policies.

    So yeah in the context of current events this is not a “minstrel poster”.
