You forgot “marry a foreigner”.

People get married all the time and emigrate to their spouses’ country of origin.

Tax the rich is an old idiom from yesteryear when the public actually believed wealth redistribution worked for the greater good. And then it was debunked because the ultra wealthy already have most of their wealth in non-fungible assets, i.e. non taxable form. And their revenue comes through setting up shop offshore.
