I’m not from that state but it seems like something else is at play going through great lengths to change one word from “Every” to “only”. I would be highly suspicious of any small changes like this. Vote in your local elections. They are actually more important than the federal ones. This is mostly where they come up with dumbass ideas to turn into dumbass laws.
